Wendy's, Burger King, and McDonalds are all offering their newest Halloween Booklet for $1. Each booklet has 8-10 coupons for free fries and frosty's.

They are only valid at participating stores, and I haven't checked to see if any of the local restaurants have them here in Nashville, but I know that last year they did.
